It drives professionalism, innovation and transformation in the construction industry, and promotes exchanges and co-operation that transcend geographical and sectoral boundaries.

The CoE runs a comprehensive range of executive leadership programmes in collaboration with renowned universities from overseas, the Mainland and Hong Kong, including the Major Projects Leadership Programme, the Project Delivery Capability Programme, and the Advanced Capability Building Programme. The CoE also organises a series of summits and conventions, including the International Infrastructure and Projects Leaders Summit and the Project Cost Management Forum.

To promote a cost-conscious mindset and cultivate a project cost management culture, the CoE established the Centre of Excellence Awards, which recognise government departments and project teams for their outstanding collaborative efforts in driving cost-effective, efficient and innovative solutions to complex real-world challenges.

The CoE and the Centre for Infrastructure Delivery of the Department of Building and Real Estate at The Hong Kong Polytechnic University signed a Memorandum of Understanding on 26 March 2026 to strengthen research and exchange between the Government and academia in infrastructure project delivery, enhance the capabilities of construction professionals, and help maintain Hong Kong’s international leadership in project delivery.
