High Productivity
Construction

The Project Strategy and Governance Office actively supports High Productivity Construction (HPC) methods such as Modular Integrated Construction (MiC) and Multi-trade Integrated Mechanical, Electrical and Plumbing (MiMEP) to address the challenges faced by the construction industry.
HPC enables labour-intensive construction activities to be carried out in factories, reducing on-site labour and enhancing productivity, quality of works, site safety and environmental sustainability.
Following the 2022 Policy Address, the Development Bureau established a cross departmental steering committee to co-ordinate the development of HPC methods and streamline related approval processes, with a view to removing barriers to their adoption by the industry. The steering committee is formulating measures to strengthen the MiC supply chain and fostering collaboration with the Guangdong-Hong Kong-Macao Greater Bay Area. In addition to expediting housing supply, these measures will strengthen Hong Kong’s leading regional position in the adoption of MiC.
The Government has also set up a dedicated team as a one-stop platform to provide technical support to the industry and strengthen communication and collaboration with relevant departments in facilitating project approvals. The team also promotes the adoption of HPC methods such as MiC and MiMEP in both the public and private sectors to expedite housing supply.
Three major principles of High Productivity Construction:
Off-site prefabrication
Multi-trade integration and module maximisation
Plug and play
