Collaboration
National
Infrastructure and
Service Transformation Authority,
United Kingdom
Hong Kong and the United Kingdom face similar challenges in planning and delivering complex infrastructure programmes.
In 2018, the Development Bureau signed a Memoranda of Understanding with the UK’s then Infrastructure and Projects Authority, now succeeded by the National Infrastructure and Service Transformation Authority, which consolidates the UK’s infrastructure strategy and delivery functions within government.
This partnership supports practical exchange between public-sector infrastructure leaders on productivity, cost-effectiveness, governance and delivery performance, enabling both sides to learn from different programme structures while building a continuing professional network.
The Permanent Secretary for Development (Works), Mr Ricky Lau, and Head of Project Strategy and Governance Office, Mr Joseph Lo, met with Ms Becky Wood, the CEO of National Infrastructure and Service Transformation Authority (NISTA), United Kingdom, on 2 October 2025 in Hong Kong.
