Metropolis Development
The Chief Executive announced in the 2025 Policy Address the establishment of the Committee on Development of the Northern Metropolis, chaired personally by the Chief Executive, to expedite the development of the area and bring in industries and major projects. The Working Group on Planning and Development under the Committee is responsible for co-ordinating and consolidating such aspects as planning, engineering, land, transport and environmental protection.
To further expedite the approval process for Northern Metropolis public works projects, the Development Bureau has established the Northern Metropolis Public Works Projects Management Committee (NMPMC). It provides a platform among bureaux, departments and authorities to review the unresolved or conflicting comments under the One Government Approach.
The Head of the Project Strategy and Governance Office was appointed to chair the Northern Metropolis Public Works Projects Taskforce under NMPMC. The Taskforce will assist in setting target action timelines, monitor the status of key approvals, enable early intervention to secure timely approval, and escalate issues to NMPMC for resolution if necessary.
